About Us
Capital Live Scan (CLS) is a woman-owned, full-service live scan fingerprinting company that has been in business for over seventeen years. In that time, we have processed over one-million live scans and hard card fingerprints. We are the largest private live scan provider in California, with thirty-seven affiliated sites throughout the state. We specialize in assisting all types and sizes of organizations or individuals in meeting the requirements for obtaining live scan services. CLS is here to help assist you and/or your organization in all aspects of the live scan process–from getting the required California Department of Justice CA DOJ documentation to providing both walk-in service centers and mobile on-site events.
CLS headquarters and call center is located at 5706 Broadway, Sacramento, California. The call center is staffed during regular business hours, 9 am to 6 pm Monday-Friday. CLS strives for automated and streamlined processes to save our clients time and money. We are linked via the cloud, cell phone, and software programs that let us remotely access data when needed. Emails are generally answered in less than one hour to better meet our client’s needs.
Founder
The late Jeff Schweig founded Capital Live Scan in 2005 after retiring as a police officer with over fifteen years of service — the last five years serving as a Sexual Assault Investigator. He was also a California court-recognized expert in juvenile sexual assault investigations. Jeff started CLS in 2005 on the premise of “protecting our communities one fingerprint at a time.” He believed in providing individuals and organizations with a technology driven, low cost and efficient process for obtaining live scan fingerprints statewide. His legacy and dedication to protecting his community lives on through Capital Live Scan and is continued by his dedicated employees, customers and wife, Linda Schweig, the Chief Executive Officer of CLS.
Chief Executive Officer
Linda Schweig, who joined the company in 2021, recently retired from the California Department of Justice as an Assistant Bureau Chief with nearly thirty years of service. For the last 12 years, she has provided oversight to the State’s Sex Offender Registry and Law Enforcement Data Applications. Additionally, her past assignments included oversight for the State’s Automated Fingerprinting System (AFIS) and the California Law Enforcement Telecommunication System Administration Section. Linda holds a Bachelor of Science degree in Criminal Justice with an emphasis on criminal investigations. She also shares the same passion as Jeff for protecting our communities through live scan fingerprinting
Chief Technical Administrator
Christian Johnson is an Eagle Scout and avid technology enthusiast. He has made a hobby of building computers and keeping up with changes to the landscape of computing. This hobby, along with a degree in language studies and a focus on communications, allows him to address technical support questions swiftly and accurately with our clientele. He knows how to ask the right questions and how to lead you towards understanding the issues yourself, so they are easily handled in the future. He has always been passionate about assisting others and sought out a position with CLS hoping to offer technical support and assure that nothing falls through the cracks when protecting our communities.
Assistant Operations Manager
Zachary Rutledge rejoined Capital Live Scan in 2022 after working for our software provider. His time spent there has allowed him to quickly work with our online portals, as well as troubleshoot issues that arise for our clients and applicants. As a youth, Zachary spent much of his time working with his parents at their small business, learning the importance of quality work. His experiences have carried with him as he strives to ensure things get done in a timely and efficient way.
Mobile Technician Supervisor
Zachary Johnston joined Capital Live Scan as a mobile technician back in 2022 after working multiple years as a delivery driver for various companies. His expertise in being on the road for prolonged periods of time and outstanding charisma allowed him to excel in his duties, maintain all fleet vehicles, and bring fantastic customer service to people throughout California. Since he's taken over the position of Mobile Supervisor at the start of 2024, he has been hard at work streamlining all mobile events and reaching out to all organizations to make sure that everyone gets the assistance they need.
Marketing & Communications Specialist
Clairesse Schweig has been with Capital Live Scan for four years, working first as a live scan fingerprinting technician until recently stepping into the role of marketing and communication specialist. At Capital Live Scan, Clairesse is responsible for preserving, maintaining and overseeing the Capital Live Scan brand, image, and all Public Relations—including running the company's social media platforms and website. Currently in her senior year at the University of California, Irvine, she has acquired a multitude of experience within the marketing and communications realm, specifically thanks to her written and verbal skills learned through her English major and Creative Writing and Philosophy minors.
HQ Supervisor
Carly Mancilla is a veteran fingerprint technician with years of fingerprint rolling experience under her belt, first starting as a fingerprint technician, and quickly progressing up the company to become the Supervisor of our headquarters office. She is responsible for overseeing daily operations, scheduling technicians, and processing Out-of-State applications as well as providing excellent customer service.
